Pending approval of the State Board of Education and the State Board of Community Colleges:

The North Carolina General Assembly has enacted Session Law 2011-145 (HB 200), the Appropriations Act of 2011.  Section 7.1A, titled “Career and College Promise,” outlines new legislation pertaining to dual enrollment of high school students.

Effective January 1, 2012, the new legislation will supersede all existing legislation, rules, and guidelines related to dual enrollment.

The legislation directs the State Board of Education and the NCCCS to establish “structured opportunities for qualified high school students (juniors and seniors only) to dually enroll in community college courses that provide pathways that lead to a certificate, diploma, or degree as well as provide entry-level job skills.

Academic credits earned through Career and College Promise shall enable students who continue into postsecondary education after graduation from high school to complete a postsecondary credential in less time than would normally be required.

The legislation defines three pathways:  Cooperative innovative high school programs, career technical pathways, and a college transfer pathways.

Eligibility requirements and information regarding the pathways will be made available on this website pending approval by the State Board of Education and the State Board of Community Colleges.
